Hulhumalé is the reclaimed island next to the airport, and its beach is the most useful stretch of sand in the country for reasons that have nothing to do with how good it is. It is under three kilometres from the international terminal, so it is where you go when your seaplane leaves in the morning and your flight landed after dark.
It is a city beach. There are cafés behind it, people who live here using it, and none of the emptiness the Maldives is sold on. The water is flat and shallow and the swimming is genuinely fine.
Treat it as an inhabited island rather than a resort, because it is one. Dress standards apply here in a way they do not thirty minutes away by speedboat.

Access and parking
Street parking. Bus or taxi from Velana International, a few minutes. This is the one beach in the directory you can reach on foot from an international arrivals hall if you are determined.
